School-wide Positive Behavioral Interventions and Supports (SWPBS) provides an operational framework for improving student academic and behavior outcomes by ensuring all students have access to the most effective and accurately implemented instructional and behavioral practices and interventions possible. SWPBS is not a curriculum, intervention, or practice. Rather, it is a decision making framework that guides selection, integration, and implementation of the best evidence-based academic and behavioral practices for improving important academic and behavior outcomes for all students. At the primary level (Tier 1), universal strategies are implemented across all settings for all students.  These include the 5 major steps of Tier 1: 1) Setting expectations for the whole school, 2) Teaching expectations to every student and staff member, 3) Encouraging expectations by providing reinforcement for appropriate behavior, 4) Discouraging inappropriate behavior in a consistent way, 5) Ongoing data collection and evaluation of practices.  The outcome of implementing Tier 1 universal supports is a school environment that is predictable (common language, common vision, common experience), positive (recognition for positive behavior), safe (violent and disruptive behavior is not tolerated), and consistent (all adults use the same expectations).  student_photo

At the secondary level (Tier 2), targeted interventions are available for students who have been identified as needing additional support above and beyond the universal strategies available at Tier 1.  Tier 2 strategies might include social skills groups, or having a preferred/trusted adult in the school act as a mentor.  Students receiveing assistance at the Tier 2 level still receive all of the support available at Tier 1.

At the tertiary level (Tier 3), students with the most challenging behavior receive individualized, function-based interventions to decrease challenging behavior and increase adaptive and prosocial behavior.  Students receiving Tier 3 support are still able to access support at Tier 1, and at Tier 2 if necessary.

SWPBIS is a systems PBIS-kick-off-460x283approach, guiding all practices in schools, and resulting in a positive, predictable, safe, and consistent school environment.  It is not a program, it is a framework, which means that it is completely customizable based on each school’s specific needs and context.  SWPBIS in one school may look completely different than SWPBIS in another school, however the underlying framework is the same.

The four key elements used in SWPBIS are outcomes, data, practices, and systems.

– Outcomes: academic and behavior targets are agreed upon by students, families, and educators

– Practices: all interventions and strategies endorsed within a SWPBIS framework are evidence-based4-Elements

– Data: data collection is integral within SWPBIS frameworks, and data is used to identify the fidelity of SWPBIS implementation, need for additional support/change, and the efficacy of interventions at all three tiers

Systems: SWPBIS emphasizes an entire systems change to ensure the fidelity of SWPBIS implementation and the maintenance of the framework over time
